Was a cop allowed to tow my car for noise disturbance?

It was raining like crazy and it set my alarm off. The neighbors complained and my car got towed by the cops. I had to pay $30 to the PD for releasing the car then pay another $450 to release car from tow company. I've heard of getting tickets for noise disturbance but never towed.
